Summary
The Technology Business Analyst is responsible for helping business partners implement technology solutions in a cost-effective way by aligning information technology systems with business operations. Provides general analytical support across the entire organization using advanced knowledge of key business processes, key business drivers, and the short and long-term direction of related technologies. Manages issues and questions throughout the development life cycle utilizing business process, functional and technical expertise to achieve agreed upon solutions. Leverages advanced functional and technical knowledge to verify that business requirements and compliance requirements are verified.
Duties And Responsibilities
- Leads and/or participates in the development moderately sized and/or moderately complex implementations within the business partner’s portfolio.
- Leads and/or participates in compliance efforts for all equipment, policies, and/or personnel with relevant laws (e.g., National Industrial Security Program Operating Manual (NISPOM), Interagency Security Committee (ISC), Homeland Security Presidential Directives (HSPDs), Federal Information Security Management Act (FISMA), Board Information Security Program (BISP) procedures, FedRamp, Office of Management and Budget (OMB) guidance), and/or other guidelines as required. Gathers and tracks information to ensure FISMA compliance and assists with interpreting FISMA requirements.
- Leads, investigates and/or escalates technical errors, inefficient configurations/workflows, and business-oriented inefficiencies and provides continuous testing and troubleshooting.
- Leads and/or participates in the solutions delivery or technical team on the delivery and support of systems, applications, and associated integrations.
- Guides and/or participates in the creation and communication of plans (action, operating, automation, strategic plans), options, approaches, and roadmaps to ensure continuous service and process improvement.
- Guides and/or participates in partnerships, communications, and liaison efforts with customers, staff, project team members, project sponsors and/or stakeholders to manage expectations, communicate or gather project information, and/or ensure customer satisfaction. Provides business partners with an accurate view of basic end user challenges.
- Leads and/or participates in efforts to evaluate business requirements from clients, leadership, and end-user needs, and discusses/recommends solutions that meet business needs. Translates business requirements into functionality through system configurations and/or code development. Evaluates and advises on options, risks, costs versus benefits, system impacts, and business and technology priorities in complex situations.
- Leads and/or participates in the creation of documentation (e.g., development guides, use cases, road maps, workflow diagrams, mockups, test plans, Agile materials, process changes, application documentation, job aids) for maintenance and user instruction/guides.
- With some guidance, prepares Governors and/or senior management for representation at industry forums, meetings, and public speaking events including developing presentations, speeches, and talking points for use in briefings and meetings.
- Develops organizational governance policies and standards.
- Develops improvements to methods for gathering data or analyzing metrics regarding services, processes, staff utilization, and customer satisfaction.
- With some guidance, executes functional/system level test cases and generates, maintains, and tracks test results. Leads and/or participates in user acceptance testing. Works in close partnership with project team to ensure code coverage of test automation, library upgrades, solution deployment, and security vulnerability management. Leads the writing of test plans. Interacts with test developers, shares results, and tracks bugs/issues through resolution. Conducts performance, penetration, baseline, integration, and regression testing via the use of automated testing tools and/or manually.
Position Requirements
FR-26 Must have intermediate to advanced knowledge (i.e., demonstrates broad understanding and contributes to the success of work in applicable areas) in the following areas: Agile methodologies such as Scrum and/or Kanban, release management and software development, change management, consulting, quality assurance, stakeholder management, technical support, business process improvement, risk management, system development lifecycle, project management, test automation tools, and relevant applications. Must be able to work effectively with staff. Must be able to support one or more of the following: solutions delivery, business requirements, compliance efforts, documentation, data analysis, and business partnerships.
FR-27 is a Sr. Technology Business Analyst II meeting the minimum qualifications of the FR-26 in addition to having 6 years of experience. Additionally the incumbent must have advanced to expert knowledge (i.e., demonstrates comprehensive understanding and is viewed as a role model in applicable areas) in the following areas: Agile methodologies such as Scrum and/or Kanban, release management and software development, change management, consulting, quality assurance, stakeholder management, technical support, business process improvement, risk management, system development lifecycle, project management, test automation tools, and relevant applications. Must be able to work effectively with staff.
Must be able to support one or more of the following: solutions delivery, business requirements, compliance efforts, documentation, data analysis, and business partnerships.
Techno-Functional Coupa Analyst
We are seeking a Techno-Functional Coupa Analyst to bridge business operations and technology within our procurement and spend management ecosystem. This role is responsible for leading the implementation, optimization, and support of Coupa solutions by translating business requirements into effective system configurations, reports, and analytics, while ensuring compliance and driving continuous process improvement.
The ideal candidate will possess strong functional expertise in procurement, sourcing, invoicing, and spend management, combined with technical proficiency in Coupa configuration, integrations, reporting, and workflow design. Working closely with stakeholders across the organization, this individual will deliver scalable and cost-effective solutions, manage the full system development lifecycle, lead testing activities, and serve as a subject matter expert on Coupa best practices.
Key Responsibilities
- Lead Coupa implementations, enhancements, and integrations using Agile methodologies.
- Analyze business requirements and configure Coupa application to support procurement and spend management processes.
- Develop and maintain reports, dashboards, and analytics to support operational and strategic decision-making.
- Collaborate with business stakeholders to identify opportunities for process optimization, automation, and improved user experience.
- Develop and maintain system documentation, test plans, training materials, and user guides.
- Ensure solutions comply with organizational policies, governance standards, and regulatory requirements.
- Troubleshoot application, reporting, and integration issues; coordinate resolutions and provide ongoing system support.
- Support end-to-end testing, User Acceptance Testing (UAT), and deployment activities.
- Serve as a trusted advisor on Coupa functionality, best practices, and emerging platform capabilities.
The successful incumbent should possess a balance of business acumen and technical expertise to drive operational efficiency, enhance the user experience, and maximize the value of the organization's procurement technology investments.
