The Process Improvement Strategist Senior is responsible for the development, prioritization, and implementation of process improvement initiatives across the Health Division. The incumbent will establish structured improvement frameworks, strengthen governance, standardize operations, and drive measurable performance improvements across programs, vendors, and cross-functional teams. This position will proactively work with the Health division staff.
This is a hybrid position at our Austin, TX headquarters. All applicants must reside in the state of Texas upon employment and continue to reside in Texas throughout employment with TRS.
WHAT YOU WILL DO:
Process Improvement & Implementation
• Defines and evolves division-wide process improvement methodologies (e.g., EQuIPT model).
• Establishes structured approaches to identifying, prioritizing, and solving operational challenges.
• Aligns improvement efforts with strategic priorities and organizational goals.
• Designs scalable frameworks applicable across programs, vendors, and operational cycles.
• Oversees execution of prioritized improvement initiatives.
• Coordinates with program teams, SMEs, and vendors on implementation.
• Ensures alignment between strategy, execution, and outcomes.
• Supports change management and adoption across teams.
Governance & Operational Standardization
• Designs governance models (RACI/DACI, decision timelines, escalation paths).
• Standardizes processes, documentation, tools, and workflows across teams.
• Establishes accountability structures and decision-making discipline.
• Improves visibility into deliverables, dependencies, and risk areas.
Process Analysis & Continuous Improvement
• Leads cross-functional process reviews and root cause analysis.
• Identifies gaps in planning, coordination, and execution.
• Develops actionable recommendations tied to measurable outcomes.
• Facilitates after-action reviews and structured improvement assessments.
Reporting, Insights & Communication
• Develops executive summaries, board-level materials, and recommendations.
• Establishes and tracks KPIs tied to process performance.
• Builds dashboards and reporting structures for visibility (e.g., Power BI).
• Communicates progress, risks, and outcomes to leadership.
Performs related work as assigned.
WHAT YOU WILL BRING:
Required Education
• Bachelor’s degree from an accredited college or university in business administration, public administration, organizational development, healthcare administration, communications or a closely related field.
• High school diploma or equivalent and additional full-time experience in process improvement, operational strategy, program management, governance, organizational effectiveness or similarly related experience may be substituted on an equivalent year-for-year basis.
Required Experience
• Five (5) years of full-time directly related, progressively responsible experience in process improvement, operational strategy, program management, governance, organizational effectiveness, or related experience.
• Experience leading cross-functional process improvement or operational initiatives.
• Experience with Power BI, Tableau, SharePoint, or other business reporting and workflow tools.
• Experience may be concurrent.
• A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.
Preferred Qualifications
• Certification in Lean, Six Sigma, project management, change management, or a related discipline.
• Experience working in healthcare administration, public sector operations, or another highly regulated environment.
• Experience supporting executive leadership, strategic planning activities, or board-related materials.
Knowledge of
• Knowledge of process improvement methods, operational planning, root cause analysis, and performance measurement.
• TRS laws, regulations, policies, procedures, processes, and systems.
Skill in
• Skill in analyzing complex business processes, identifying gaps, and developing practical recommendations.
• Skill in preparing reports, summaries, presentations, and other materials for management or executive audiences.
• Planning, organizing, and prioritizing work assignments to manage a high-volume workload in a fast-paced and changing environment, meeting frequent and/or multiple deadlines, and managing conflicting priorities and demands.
• Using a computer in a Windows environment with Microsoft Office word processing, spreadsheet, and other business software.
• Effective written and verbal communications, including explaining complex information to others in an understandable manner, and in writing clear and precise policies, procedures, and correspondence.
Ability to
• Ability to manage multiple priorities, facilitate collaboration across teams, and communicate effectively with internal and external stakeholders.
• Establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts.
• Work effectively in a professional team environment.
