The Health or Pension Business Analyst Associate is responsible for assisting with developing, reviewing, and documenting user requirements for TRS Health or Pension business areas. The incumbent will gather, develop, and document requirements; review, assess, and support business process improvements; create and validate user acceptance testing; and assist with post-implementation support for Health or Pension-related systems. The position partners with business stakeholders and technical teams to help ensure solutions align with business needs and operational objectives.
WHAT WILL YOU DO:
Business Analysis
•Assists with developing, assessing, and reviewing user requirements, procedures, and problems to automate or improve existing systems and computer system capabilities, workflow, and scheduling limitations.
•Analyzes user requirements, procedures, and problems to automate or improve existing systems; and reviews computer system capabilities, workflow, and scheduling limitations.
•Assists with the creation and revision of project deliverables such as design documentation, test scenarios, user interface prototypes and provides comments and suggestion to document owners.
•May identify potential project risks and difficulties, and may design strategies to mitigate or avoid them.
Business Experience Architecture and Demand Management
•Analyzes and assists with interpreting and developing strategies for operational needs.
•Analyzes and provides input on priorities of roadmaps by business value.
•Assists with analyzing and aligning technical solutions with business needs.
•Participate in discussions with business to define value metrics for each new product/project.
Testing
•Participates in user acceptance testing and testing of new system functionality.
•Assist with the creation and validation of user acceptance test plans and test scripts.
•Develops, documents, and revises design procedures, test procedures, and quality standards.
•Assists with tests and inspection of products, services, or processes to evaluate quality or performance.
Research and Program Support
•Provides post-project support to system users.
•Provides assistance to developers, systems analysts, or customers on system applications, software, and hardware; and provides production support to users of systems and applications, including on-site support as needed.
•Assists in analyzing program policies and procedures to determine their effect on automated systems and system functional areas.
•Serves as a liaison by providing consultation, documentation, and direction to other areas with regard to analysis, design, configuration, testing, and policy implementation within all systems.
Performs related work as assigned
WHAT YOU WILL BRING
Required Education
•Bachelor’s degree from an accredited four-year college or university.
•High school diploma or equivalent and additional full-time experience in business analysis, system analyst, quality assurance, software development or similarly related experience may be substituted on an equivalent year-for-year basis.
Required Experience
•One (1) year of full-time experience in business analysis, operational, program support, project support, process improvement, or related professional-level work.
•Experience and knowledge of TRS operations, such as pensions, health benefits, system enhancements, releases, upgrades, or other related business functions, may be considered in lieu of business analysis experience.
•A master's degree or doctoral degree in a directly related field may be substituted on an equivalent year-for-year basis.
Required Registration, Certification, or Licensure
•None.
Preferred Qualifications
•Experience working on a diverse project team.
•Experience in the business area being supported, such as health, active membership, benefits, fiscal, or TEAM program.
Knowledge, Skills, and Abilities
Knowledge of:
•Software development lifecycle and systems development lifecycle concepts.
•Business and management principles involved in resource allocation, production methods, and coordination of people and resources.
•Business analysis methodologies.
Skills in:
•Analyzing and evaluating complex information technology programs, policies, and issues.
•Developing creative and workable solutions to complex problems and issues.
Ability to:
•Analyze and interpret technical information including regulations, policies, and automation system documentation/specifications.
•Communicate effectively, verbally and in writing.
•Translate user/business needs into a technical style.
•Effectively communicate technical instructions to system users.
•Analyze, evaluate and integrate business rules into system requirements.
