Scruggs NTS supports municipal water and wastewater customers through the lifecycle of construction, expansion, and ongoing maintenance of essential water infrastructure.
Position Summary:
Scruggs NTS is seeking an experienced HR Leader to take ownership of the Human Resources function, reporting directly to the CEO and working side by side with the senior leadership team. This is a hands-on role as much as a strategic one. The HR Leader will personally own the day-to-day execution of HR — payroll, administering benefits, and recruiting across the full spectrum of roles, from hourly and field positions through management and leadership hires — while also advising the CEO on organizational design, workforce planning, and M&A integration. The ideal candidate will possess a strong background in HR operations and experience in mergers and acquisitions (M&A), and will be energized by the chance to build the function from the ground up. As Scruggs NTS grows, both organically and through acquisition, this role is expected to grow with it, with the opportunity to expand the HR team and infrastructure over time.
Key Responsibilities:
- Lead and manage all aspects of the HR function, including employee relations, compliance, benefits, payroll and performance management.
- Own the hands-on execution of HR, not just its oversight - payroll, administering benefits and leave, managing onboarding and offboarding, and maintaining employee records and HR systems.
- Run recruiting end to end across every level of the organization, from hourly, warehouse, and field service roles through management and leadership hires - including sourcing, screening, interviewing, offers, and onboarding.
- Serve as a visible, accessible presence for employees and frontline supervisors, handling employee relations matters directly and in person.
- Navigate and address questions related to HR operations, providing expertise and guidance to senior leadership and employees.
- Oversee M&A activities from an HR perspective, including due diligence, integration planning, and change management.
- Ensure compliance with federal, state, and local employment laws and regulations, staying current with industry best practices.
- Develop and implement HR policies, procedures, and programs to support Scruggs NTS’ business objectives and foster a positive company culture.
- Provide strategic HR insights and recommendations to support company growth and operational efficiency.
- Serve as a trusted advisor to leadership on HR-related matters, including organizational design, workforce planning, and talent management.
- Collaborate with cross-functional teams to address HR-related needs and support organizational initiatives.
- Build the HR function over time - scaling processes, systems, and eventually team - as the business grows organically and through acquisition.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field;
- Minimum of 10 years of HR experience, with a proven track record in HR operations and M&A.
- Experience in industrial services companies preferred
- Strong knowledge of employment laws, regulations, and HR best practices.
- Excellent communication, leadership, and problem-solving skills.
- Ability to work collaboratively with senior leadership and across departments.
- Experience in a high-growth or fast-paced environment is a plus.
- Demonstrated success as a hands-on, player-coach HR leader in a lean environment, without a large HR team or corporate shared services to rely on.
- Comfort moving between a strategy discussion with the CEO and day-to-day execution in the same afternoon.
